a) Meet community needs in Singapore
b) Falls within CFS mandate (i.e relief of poverty, advancement of education, health, arts, environment, sport that advances health)

b) Assessment by CFS
c) Indicative donor support
d) Grant application
e) Decision, grant offer and agreement
f) Grant disbursement
