NCSS Community Chest Fund

The public funds raised through Community Chest are channelled to programmes that provide direct social support services and are relevant and critical to helping the disadvantaged. The funding is guided by the community needs for services and programmes targeting the disadvantaged groups. Funding criteria are guided by the need to fill service gaps, support innovative services and sustain existing services that are critical and strategic.

“NCSS ComChest funds based on the approved Total Operating Expenditure (TOE) of a programme (usually derived from the service and staffing model of each programme), after reviewing the needs of the programme and ComChest’s fundraising capacity. The 2 main components under the approved TOE are: a) Expenditure on Manpower (EOM), which includes provisions for salaries (12-month), bonuses (3-month, encouraged to be performance based) and employers’ CPF contribution (17%). b) Other Operating Expenditure (OOE), which includes provisions for e.g. rentals, utilities, maintenance, audit fees, materials, supplies etc. ”

“Eligibility Criteria: a) SSA must be a full NCSS member b) SSA must be willing to come under the umbrella of NCSS for development and monitoring purposes, and to adhere to the minimum standards of service c) Reserves of the programme should be less than 2 years of its annual TOE d) Programme should have well-defined goals and objectives to meet existing gaps and clearly stated community needs. This should be ascertained with needs assessment e) Programme should yield desired outcomes for the target group. Service does not duplicate any others, which can be easily accessed by the target group in terms of eligibility criteria and geographical location f) Programme is effective and maximises available resources to meet the stated objectives and desired outcomes g) Programme is not eligible for, or eligible but unable to obtain funding from other sources”
