Tote Board Social Service Fund (TBSSF)

“The Tote Board Social Service Fund provides grants for critical and strategic social service programmes and new programmes for the social service sector. TBSSF provides grants for critical and strategic social service programmes and new programmes for the social service sector. From FY21-23, the following priority areas will guide NCSS’ fund allocation: a) Support for families to break out of cycle of intergenerational social disadvantage b) Support for caregivers to manage their caregiving responsibilities and care for themselves as well c) Support for persons with mental health conditions to attain empowerment and social inclusion”
Funding Quantum 👇
“Direct and/or preventive social services – Up to 50% of approved total operating expenditure (TOE) not covered by the government and/or other funding sources – For programmes co-funded by the government, the funding quantum is dependent on the programme type, funding formula and government funding portion New programmes – 90% of approved TOE if the project uses a new method/approach – 70% of approved TOE if the project utilises an existing intervention rolled out to a new target group”

“- Two main components under approved TOE: a) Expenditure on Manpower (EOM) – provisions for recommended mid-point salaries (12 months), bonuses (3 months, encouraged to be performance-based) and employers’ Central Provident Fund contributions b) Other Operating Expenditure (OOE) – provisions for rental of building and equipment, utilities, supplies and materials, maintenance, audit fees) – Programmes are also funded based on: a) Per capita funding – cost of funding each client and average muster or number of clients served b) Programme funding – based on projected fixed cost of operating the programme and is not dependent on muster or number of clients served c) Tiered funding – based on a combination of a fixed baseline funding, and an additional sum of tiered based on caseloads – Funding will also be disbursed on a regular basis to meet recurrent expenditure. Where the funding is per-capita or variable, funding disbursed shall be adjusted in accordance with actual musters, and capped at projected musters”
